not really. You can also mod minecraft without mcp, but it's really hard, because all classes are named like a or aa etc and all function names are something like func_a74 etc.
But yeah theoretically you are right. Modding mcp is modding minecraft.

I think ModLoader don't uses mcp.
Also I updated my Torches Everywhere mod to 12w07b. Of course I needed to do that without mcp.

mcp just decompiles the code correctly, you dont have to use modloader (like me).
