This addon adds on villager skins to biomes without them. It's based on a pack I made for Java edition, ported by u/PechorinS_ on Reddit. Credit goes to them for this version.

Download the zip file, then open the mcaddon file and the game should auto-import it. You have to enable both the behavior and resource packs though in the world settings

This add-on still functions fine even in 1.21 as that's just how bedrock mods work.
