Shouldn't there be diamonds in the dimension because when I went in it only had iron and redstone.

Sorry for the late response,
The 1.14 one is kind of glitched and i'm currently working on a fix but the 1.12.2 one works perfectly.

Is there a tutorial on how to use the portal and are there any mobs in the dimensions? does it change anything about the rest of the game? a little more info in the description would be helpful!

the same mobs spawn in the dimension as the overworld. to craft the portal you have to craft it like a nether portal but instead using diamond block. to craft the ignitor you have to put 3 diamond blocks in a row in a crafting table.
