INSTRUCTIONS:  

1. Give yourself a command block /give @p command_block  
2. Go to the pastebin page use the shortcut Ctrl + A and select all the command.  
3. Copy this using Ctrl + C or RightClick > Copy  
4. Go in to minecraft place the command block and paste the command using only Ctrl + V  
5. Activate it with a redstone block...and watch the magic :P

Very well done, but how do you get it to make plants grow faster in the areas around it? I do know command blocks and I'm not some noob asking, just fyi. Because using gamerule for tickspeed doesn't affect only an area around it.
Also how do you make a dispenser fire using commands? I also can't seem to figure that one out as well. if you could tell me, I would very much appreciate it.

Place a redstone block then remove it instantly. Also, there is no way to do it without effecting other growth rates.
