Here is a way to create walking Armor Stands with an walking animation for the armor stands.
This works with any armorstand with a scoreboard value of 1 or more and the name of the scoreboard value has to be r.
To create this objective you need to do the command:
/scoreboard objectives add r dummy
To add this value to an armorstand:
/scoreboard players set @e[type=ArmorStand,r=_] r 1
fill in the blank with a block range.
