ArrowBall is a two player game that I made.

The goal of the game is to get the arrow that's fired in the center of the field into the hopper of your base before the other player.

Rules:
No sprint-jumping, Do Not touch the forward, backward, left, and right keys with the arrow unless you are in your base , No hitting or shooting the other player, No shooting the arrow out of the field, You are allowed to go in the other player's base but not allowed to move with the arrow in the there player's base, The only way to move the arrow around outside of a base is to shoot it, If you brake any of the rules the other player wins.

Couldn't you enforce the not moving rule with command blocks by using an inventory tag and applying effects to the player possessing an item?
