Hello,
this is a HEMTT (Heavy Expanded Mobility Tactical Truck) used by the villain Bane for positioning a nuclear bomb in Gotham's city center. The truck is escorted by a few weaponized Tumblers.
The truck crashes from an upper street level onto a lower one, through which it becomes immobilized. Batman takes the nuclear bomb and carries it with his Batwing out of the city over the ocean and supposedly dies there.
HEMTTs are military vehicles produced by the Oshkosh Corporation and delivered to the US Army. They serve as supply vehicles and usually only have four axels.

Well, I think these types of military transporters all have flat roofs, but I don't know why.
