In the middle of a bay I filled in a large mound of dirt, hollowed it out, put in glass walls and am currently in the process of making the walls all-glass. Having some water issues on the top, but working on it.

Nothing is done yet on the inside; when I get working on it, there will be buildings cramped into there.

Place water ontop yourself in a checkerboard fashion - this will make still water.

only works if it's a 1 block depth area...

not if you place the blocks 1 block below where the water is going, place the water, then remove the blocks :P
