Sure! well, this map utilizes hoppers and the fact that when activated, droppers push items into the container it's facing. Also, comparators emit a signal when an item is in a container it is facing away from. Knowing this means that simply, we make the dropper push the item into the next dropper when the first one activates, BUT, with the way i built up, the effect repeats. I made the download and upload buttons the way i did because i knew that hoppers receiving a redstone current accept items, but do not push them out. This may not make must sense, but if you google it and study for a while, it'll become clearer. The end result: A machine that moves items to an upper chest when you tell it too, the you can give it a signal to tell it to bring the items back down.  I hope this clears things up, because this took me a good 3 minutes to type.

So it acts like a revolving redstone chest container? You press (Or flip, from the picture you're showing) an activation switch, and it cycles the items currently stored in an above chest or the current chest over to a different one? For example, having one empty or a full chest of something switched out for another full chest of other things or an empty one?
Amazing what one could do with redstone.
