First you need to Download MCedit
www.minecraftforum.net/topic/13807-mcedit-minecraft-world-editor-now-open-source/
Download the schematic for the Creeper
Run MCedit, and import the schematic
you should then be able to move and place it into the world

If you are still unsure there are plenty of online tutorials
