What it does?
Firstly, what is a TFlipFlop?
In my words a TFlipFlop is a redstone circuit in which swaps between an 1 or 2 / On/Off Output.
How this one works is that there are 2 torches one is on one is off and the bottom one is powering the top one, but both are powering the hoppers, there is a one tick difference between them going on/off therefore the redstone gets a one tick pulse or half a tick pulse.

Uses -
1. If you want to make an adventure map that requires tflipflops but you want it silent.
2. For other contraptions that require incredibly fast and silent TflipFlops.
3. Your imagination is the limit!
