The way that Elysium is curved is impossible to make it in minecraft because u can't go upside down but I have used galactic raft to try to make a small Elysium I just can't get the gravity as the same and if there were someonthing to make earth gravity on the space station that would be really cool

The build would have to be large enough for the scale to work with the curves.

I'm not sure, I currently have this marked as abandoned until I can find a good group of builders to help me out with it.

I'll help if you want- looks fun :D also, u may want to use a plugin so you can make the gravity rotate around the outer ring of elysium. zeppelin mod would also be great for shuttles as well.
