This device turns off all inputs lower then the highest activated input. It has a funny quirk when you turn it off though, that someone might find useful. It's stackable

Nice! Though it's far easier to do this with side-by-side wires, then you just need to make the highest bit send a signal towards the lower bits. This signal turns off redstone torches going into sticky-pistons with two slime-blocks on them. All bits travel through the slime blocks when they're up, but not when they're down.
