Ah yes, this is because the way the patterns on banners are saved was changed from 1.12 to 1.13.
So, if you copy a banner from 1.12 and paste it in 1.13 or higher the colors get messed up.

You may have to craft it yourself to get the colors right :/
Luckily, these only are two banners and they're 100% craftable in vanilla.

what blocks did you use for the sides of the front-shield and for the wheel-chains?

The shield sides are banners and the tracks are observers :)
