The inspiration for this project came from some concept art of a future city being planned in Russia, called Eco-City 2020.

When it is done, Novus will essentially be a completely self-sufficient city. Areas for farming, living, storage, etc. On servers, I imagine it could serve as a starting spawn location, transportation hub, or a place for players to congregate and trade or chat. Other points of interest might be artifacts like cobblestone generators, or mini-games like Spleef

Most of the structure itself is complete, save for most hallways. It's easiest to only do 1/8 of the work, and use MC Edit to copy/paste the rest (WOO CIRCLES).

The texturepack you see in the screenshots is Ozocraft.
