UPDATE #######
Mcholypotato has recreated the Oblivion Map including the Shivering Isles, and to a more accurate scale than me and has made it available for use as a resource map so here's the new plan.
i'm going to use Mcholypotato 's resource map and Terraform with Voxelsniper like i have no life. I WILL NEED HELP. if you want to help me comment with your MSN or Skype below and we will Terraform this map and make it the real Oblivion.
also mountains can be huge as the land level is very low.
