On the right there is a dispenser loaded with fire charges and in the left there is a water block being held back by an extended piston.
When you hit the ignite button the dispenser fires and the charge lites the netherrack on fire
When you press the douse button the piston holding back the water is remover for a second or so dousing the fire, the water then flows into a hole where it sort of runs out of water
