Unfortunately no, but Im planning to do something like that. Of course, when I make a system like you want, I will put it too. At the moment you can only expand it manually.You can also collect water using cauldron, but you need to find enough iron for it. When its raining, the cauldron can fill up. When you reach a sufficient level, you can get the filled water with a bucket.
