Oh and this is my first ever build. so it miight not be so great.

so far i have completed:-
District 12 (Hob, Houses, Mayor undersees house, reaping place, mine)
District 13
District 13 underground..

You do realize that District 13 has nothing showing on the surface at all, and that it has multiple floors, hence the purpose of the large elevators? This is why you shouldn't build in flat worlds...
