1 - The usage of any falling blocks stacking on top of each other, the signal only goes through when there are three blocks (customizable), automatically resets
2 - A simple multiplex that detcts when it gets 3 pulses. A more advanced module of this would be my item detector, so check that out as well.
3 - The usage of command block arguments that affect only specific players, here it will give an item and take away three levels from the closest player that has a minimum of 3 levels. (give @p[lm=3] 267 ; and xp -3L @p[lm=3])
