The glowstone block gets shifted round in a square by the pistons, every time it moves it blinks off for a moment which creates the strobe effect. Best used in dark rooms.

Additional Notes

Only takes seconds to build if you have all the materials. My own design and as far as I know (google'd it and nothing came up) i'm the first person to notice the glitch with the glowstone blinking off.
