This world will be the Pixel region, but it is not finished so you can't dowload it yet. It will take weeks to be finished so just wait. But in the mean time you can try the mods you need here:

Download the Forge and the mod itself in the link above.
Fairy light mod: http://www.planetminecraft.com/mod/1710172-forge-fairy-lights/
You need the same Forge as the one you dowloaded for Pixelmon.
The Fairy light mod is for Minecraft 1.7.10 and Pixelmon you can choose yourself in the Pixelmon link.
Have fun with the mods guys :) and be patient for this world to come out.
