A redstone and piston creation used to select one of four speed. Great nfor any automated redstone device. The buttons are slightly delayed. If nyou're on the fasted speed and hit "up", the speed will be reset to 1 n(vise versa). (The four clocks can also be adjusted to preference.

What would be the possible practical uses for this type of machine? At the moment I am drawing a blank and cannot think.

Well, in any case where you would need a clock system. You can make several different clocks with different timing, or you can do what I did. Take this video for instance www.youtube.com/watch?v=1riyTQfB5q0 . With my device, the tempo could be changed in real time. This system could be used vastly in my opinion. Thanks for asking!
