Server Problems

Hey everyone i have a question, lately i have been making a server and i have encountered some problems. Now i have port forwarded correctly, i have done it like 1000 times, and watched many tutorials. I went to whatsmyip.org and gave it to my friend, and it still dosent work. I have everything ready and set to play but people still cant join the server and me and my friend have tried many ways for my server to work yet it dosent so this is my "Last Resort". SO IF ANYONE KNOWS HOW TO FIX THIS OR HAS ANY SUGGESTION PLEASE TELL ME AND A TUTORIAL OR STEP BY STEP WOULD BE NICE but please dont ask for the IP address cause i wont give you it and dont leave a comment saying you may have port forwarded wrong im passed that now i need a new suggestion for your information i have a Windows 7 and i have heard something about the firewall settings not leting people in but i have not found a tut on that if you can please take 2 min out of your day and help me
