So is it a town of sewers or something, or an actual sewer system?

It's a town. A town which was made underground, near the sewers of the main city. Which has not been made yet. That's the theme of it though. A underground city, that is inhabited with peasants. Being right next to a sewer and all.

P.S. I did not construct this building, so I may not completly understand the vision. Of "tmmcd83".

As a side note: I am a good friend of his, so I will ask him about that. Like I said in the desicription "Better description coming soon"(andywrtaylor).
