I haven't gotten around to actually playing this map yet, I've only seen the trailer but from one humble creator to another, one of the things you should definitely try out when looking to make your game chaotic is to have overlapping enemy mechanics. I do this a lot with my map, and while it may be a bit of a challenge to figure out who does what, and who conflicts with who, if you're really creative, the end result is always gonna turn out really well.

Lets use my Minecraft map DreadShift for example: There is one of you, and eight of them. Each character has their own unique mechanc, and sometimes when you're hiding from one of them, something could be in the vent behind you, so you have to go and close the vent. Or sometimes multiple characters could attack you at once, throwing you into these split second decisions you have to make. "Do I deal with this one first, or this one?" This is something that I did that was very intentional, and it always leaves you second guessing yourself if you were making the right choice, or putting yourself in even more danger.

Again, I haven't gotten around to playing this game yet, so if everything I said was deemed useless you you, then I'm sorry XD. I've seen your post advertising this game, and thought it reminded me of my own project for being portrayed as chaotic, and stressful.
