Added another iceblock, 10 obsidian and a flint and steel, bug fixes! Still no empty nether! :(

You should be able to accomplish this by using MCEdit as it does not cuase block updates to the sand, thus allowing the sand to float above the void. As to creating an empty Nether world, I'm not positive how this is done, but I'm sure you can accomplish that using MCEdit aswell.
