my snow golem doesnt make snow when he is created please help!

I dont know why it doesnt it should always have a thin layer of snow below it just look careful the snow layer might not be very visable.

Nope it doesn't apper at all, I put down the 2 snow blocks and the pumpkin at the top and it doesn't work, but mind you I went into creative mode in a new world and it worked just fine in creative. I tried it in survival in that same world but it doesn't work, so it must be survival mode :(

Is it making the snow golem mob or just 2 snow and a pumpkin?

it makes the golem but there is no snow under him but it works in creative :( and its annoying me!!! is it because im on the latest snapshot? but i tried a similar design in the previous snapshot and that other design doesnt work! im in a plains biome as well, and when my snow golems walk they dont make snow like they should just FYI. Please help if you can, even though its a very strange problem. ill try to get a pic of it and send it to you k?
