Supra Nubem

As the sun rises on a new day, the residents of Supra Nubem rise from their beds and look out toward the horizon. Every day, the citizens are grateful for this incredible view.

In this world, the Roman Empire's population skyrocketed to the point in which city planners felt it necessary to build upwards instead of outwards. Supra Nubem is contained within one city block within this version of Rome.

Almost the entire Empire is city. Any space not taken up by housing and temples is taken up by farmland. Because of this, Aqueducts are required to weave in and out of buildings to retain their usefulness. All of this amounts to a city heavily constrained by horizontal space but unlimited by vertical space.
