This redstone contraption is obselete, due to the "stats" command added in Minecraft 1.8!
Go here [LINK] for the syntax and more info about using the stats command. It is way more efficient and has more functionality than my decoder, which I made for 1.7.x.
This device changes the redstone signal strength outputted by a comparator after a testfor command block into exactly one terminal. Wow that was a lot to say.
Basically, there are 14 outputs, one for every case of number of players meeting the criteria of the testfor command. For example, if the testfor command were simply "testfor @a" and 5 players are connected, only the output for 5 players would activate.
A Few Things You Will Want to Change So It Works for Your Needs:

A Few Things You Will Want to Change So It Works for Your Needs:
- The testfor command - so you can target specific players (Selector Arguments Here)
- Replace the redstone lamps with command blocks
- Change when the activation line goes off. In the schematic, it's just a lever, but you may want it to go off with a pulse.
- Change out the clock with a faster one (I used a hopper clock as a default)
- If you don't need the execution line underneath, delete it and add command blocks where the pistons are.
Possible Uses:
- Display the current number of players whenever it changes. "3 Players Connected"
- Separating players into teams that are not equal for different numbers of players (Put maybe 1/3 of players on one team and 2/3 on the other, whether there are 3 players or 12)
- Summon a certain number of monsters for a certain number of players (3 Players = Summon 3 Withers)
