In order for the lever to spawn, you first need to complete the 2 enigmas of the level (leading the box to the final hole and leading the water through the glass pipes).
Can you first check that you did so? The box should be in the hole and the colon of lights in the glass pipe area should be on.
If both enigmas are completed and you still don't get access to the lever, please contact us again.
Yes, there is an ending, once you've finished all the enigmas, but keep in mind that we didn't add a story to the map so if you meant in a story's perspective, no their is no end.
