This is one of those floating faucet thingies you would see at county fairs and such. The bucket has a door on one side and is hollow inside. There is a ladder up the water and into the spout.

I think a couple of them have it actually. A local pool and hot tube store was selling them a few years back. I always remember seeing one at my local fair though.
