How comes theres a snowflake command spammed in chat constantly and how do I stop it?

Never! The Snowflakes rule in that Castle forever :D No, if you look at the 5th picture in this post there it shows where the command block is hidden. But you can also turn it off by using this: /gamerule sendcommandfeedback false / true
