Oops. Some changes -
1. Turtles now hide in their shell when someone or a guardian comes close.

2. Flying Turtles added.

3. Multiple Turtles can be placed.

4. Turtles Drop "Turtle Meat' (a.k.a clownfish)

5. Seaweed added. (Tallgrass able to be placed in water)

You have to use the "minecraft:blockname" now, you can't use the numbers like 137 for command blocks...

If you could reduce the block Ids used it would be better.
