at the start of the twentieth century Victorian Railway put a order for 500 4-6-0 locomotives from their own workshops at Newport. how ever this was not the case with only 124 built before a newer design of the locomotive was made. The Stephenson valve gear was the most common on all early locomotives on the VR fleet with the later models all being Welschaert valve gear being installed on the next part of the fleet. as of 2019 only 1 Stephenson valve gear remains with it preserved at Australian Railway historical society in a red paint scheme.
