Use the superflat setting in all the three dimensions. (you must edit level.dat manually)
Create nothing but a single 1-block "air" layer.
Copy the central chunks of the end from a "normal" world then you can kill dragon.

The advancement system could be removed.You can delete "datapacks" folder to remove it.
