This is a zeppelin control truck used to anchor a zeppelin/blimp. These trucks are mobile anchors for blimps when they are not at their homebase, Upon being achord the zeppelin can swing a full 360 degrees but will never leave its spot..
The overall design is inspired by the goodyear zeppelin control truck.
