It's a bit wordy, but it gives you all the steps you need.
When you open up Minecraft and click the Mods and Texture Packs button, click the Open texture pack folder button at the bottom. That should open a folder. Then you just drop the whole texture pack zip file in there, and then you should be able to choose it from the Mods and Texture Packs menu & use it in-game.
Make sure you're not unzipping the texture pack, just throw the whole file you've downloaded straight into the folder that opens up when you click the Open texture pack folder button.
