in the anime "dragon ball z", Android 16 is an incomplete android designed by Dr. Gero to be created nexclusively from synthetic technology. 16's programming has yet to be completed, nand as such Gero opts not to activate him in fear that "[he might destroy nandroids 17 and 18]."
(P.S sorry about the hair, i couldn't make it work with just an 8x8 face)

Nice, but I think it would look much better, if you would make 3d hair

thanks :3 but the problem with the 3d hair is it doesn't go much higher and if u want it to look good it couldn't be viewable at some angles
