The Blue Bandit comes from a shanty town in the middle of the Flarg Desert (no refrence intended). He grew up in poverty and came to despise the Flargish Government for forcing them to live in the middle of an inhabitible desert. When he became old enough he left his old life of being opressed to live free as a bandit working aginst the government's evil plans.
