That is because it only shows up in the 1.8 update or  to be specific, snapshot 14W03A. They are on a secondary, outer "hat layer" on the skin that is not yet implimented in 1.7 or lower.

Alright, I started thinking about it and figured the same thing. That's for verifying. You wouldn't happen to know when 1.8 is released would you? I've not been able to find a date myself yet.
