Skin based on a city in Japan (Tokyo) at night

Parts of skin (based on/supposed to be):
Headphones - Vocaloid (not part of city pop aesthetic)/Idols (or Gaming?)
Pink and Green under Headphones - Earrings
Shirt - says 日本 (Nihon/Nippon) but extremely pixelated
Left sleeve - says 市 (--- City) but extremely pixelated
Right sleeve - Neon ramen sign
Back of jacket - Neon snake

Skin partially inspired by Tokyo 1999 from Bang-On Balls: Chronicles by Exit Plan Games. Latest version inspired by 80s City Pop and a song called "Sunset Road" by Takahashi Reiko.

Also, if I were to draw her (I never will I think), her irises would be circular (or very close to circular) and have extra white reflections as thin, incomplete lines of random length near the outer edge, all around the irises. There are also regular reflections in her eyes that come from lighting in her surroundings. The extra reflections are more distinct (easier to see) when there is more lighting. I guess something I should add is that any color (excluding white, any shade of gray, black, and colors that are part of herself) can change to another color with the same lighting and saturation as the previous/original. These colors will change when she is in an environment where the colors change, too. They will change at the same rate in the same way as the colors in her environment. They might also change to the beat of a song or during a certain part of a song.
