Its a Dalek from the tv series Doctor Who. The arms are supposed to be the laser shooters.

I do love your thinking but it looks nothing like a dalek. And if i may ask is the a recreation of one of the "old" version of the dalek the ones before 2005 ?

No this actually cant be from the new series. Look at the colors.
The only colors on daleks in the new series is
White-silver
Red-Silver
Gold-Bronze
Black-Gold
Blue - Silver

Old series
White-Gold
Grey-Dark Grey

So this is indeed from the old series.
