So Lone and Alien meet some KO'd dude who's exploded in the middle of a crater in the middle of the street just as he wakes up. Apparently, he's also a Steeper ( this story's getting less epic by the second, right? ). And why is he just wearing boardshorts and a water proof shirt? Cuz he's DMan (dolphin man). And at the worst possible second, helicopters begin bombing off everything.
