Dr. Veltor was a scientist that attempted to cross between dimensions with experimental technology. While in the process of being transported, his body was ripped apart. His body is now scattered across several different dimensions, and he is never truly in one dimension at a time. (Note: I have been trying to get into skin making, thus this skin isn't really all that good. Though I did try my best.)
