This is Dr.hydro,he was a sciencetist looking for the ultimate power source,which is good for the environment .One day he was at a hydroelectric power plant and had a terrible accident.The doctors had to put a metal mask over the parts that they can't heal.This accident damaged his brain making him obsessed with finding the ultimate power source to destroy the world.
