Those are the words of House Stark in the books, A Song of Ice and Fire, and in the TV adaptation Game of Thrones. The saying is most often used by Lord Eddard Stark, who during the series serves Robert Baratheon as hand of the king. If this is all new to you please look into the series, it's a great show.
