This particular fellaw is an old/crippled veteran mutant armada, unable to take the role of a warrior. And due to their declining population as a species, it is ever more required to find ways to preserve their numbers. And so, this is a combat medics. Their favourite method of "healing" includes the enormous stimpak they've strapped to their arm, using it to give their comrades a healthy beating. Don't ask where they got the latex gloves though, i am not sure myself. I am not going to give exposition on the lore of the outfit though, you can figure that out yourself..
