I think its just because how much the mask takes up on his face, Be difficult to replicate in a skin. Or atleast to the exact amount it should be.

It's not a mask, he had plastic surgery done to his face so he could be "handsome".

No, it's a mask. His face is permanently scarred with the vault symbol and one of his eyes is fogged over. If you let lilith finish him off at the end, you actually see his real face, either way, you get his mask to wear as an optional skin. So obviously, it's a mask, not surgery.
