You can remove the hood by disabling the helmet option in the 'skin options' button which is visible when you leave a world in Minecraft. The hood on the back can also be disabled, as it is unnecessary if you have the helmet layer toggled on.
P.S. I'm sure that most people who see this are already aware of this feature, but I just wanted to make sure that anybody that doesn't know about it isn't confused as to why there are two hoods on this skin.
